Stephen Hawkins

Owner/Founder

Stephen founded Aqua Permits in 2019 after a long career in various roles at the City of Austin.  His comprehensive knowledge of development and his relationships with so many in the development community prompted him to start Aqua Permits and provide the services so needed in the Austin market.

Stephen has two sons, three dogs, and many passions including rock climbing, travel, and whale riding.

Steve "Turbo" Terebecki

Director of Permitting

Steve is a project manager at Aqua Permits LLC. Originally an Alabama native, he attended Old Dominion University and Texas State University for Electrical Engineering, Music, and Sociology. After college, he toured internationally in a rock n roll band for 15 years. He joined Aqua Permits in 2021 to share his creative vision, persistence, and candor. 

Jon Fichter

Director of Site Plans

Jon has been a member of Aqua Permits since January 2022, both as a project manager and in-house design team. His well developed skills as a drafter as well as a clear, purposeful sense of communication make him a swiss-army knife here at AP. He has two dogs and a cat.
